A personal site is usually a handful of pages and some photos. It still deserves a real domain and HTTPS. It does not deserve a VPS.
Keep it small on purpose
Starter is one site, which is what most personal websites are. You are not paying for an agency toolkit you will never open.
Own the address
yourname.com should open your site, not a parked page. Connect the domain after the files look right on the preview URL.

Can I host photos and a PDF resume?
Yes, as long as you stay within the plan’s storage. Ordinary personal sites fit comfortably on Starter’s 2 GB.
